CARE Rwanda’s journey towards fostering locally-led development has evolved significantly over the past decades, marking a profound shift in our operational approach. Beginning in 2000, we made a strategic decision to strengthen collaborations with local organizations, intensifying this commitment in 2010 by deliberately channeling more of our work through Rwandan partners.

A pivotal moment arrived in 2017, when an external review affirmed CARE Rwanda’s successful transformation from a direct implementer to a facilitator, perfectly aligning with CARE International’s broader strategy for locally-led development. This evolution underscores our deep belief in empowering local actors to drive sustainable change.

Today, CARE Rwanda proudly operates over 60% of its budget through its local implementing partners, demonstrating a robust and tangible commitment to community ownership. We maintain an extensive network of diverse partners, which includes vital government entities, International NGOs, funding partners, a wide range of local Civil Society Organizations (CSOs), and key private sector actors. This extensive and varied partnership approach is central to CARE Rwanda’s enduring dedication to sustainable, community-driven development practices, ensuring our interventions are effective, relevant, and rooted in the needs and priorities of the communities we serve.
