Why the OVC Program?

 

This program shows CARE Rwanda's commitment to make lasting change in the lives of orphans and vulnerable children. These disadvantaged youth are the future of Rwanda and the key to improving development in the future. "Why the OVC Program" explains the background to our commitment for each section from our program approach and situation analysis to the Government of Rwanda's policy framework.

About CARE and its program approach

Rwanda hosts high numbers of OVC who live in difficult circumstances, yet they are the future generation of Rwandans that can help the country develop. We believe that change is possible.

Based on this background, we commit out efforts in Rwanda to alleviating the OVC's challenges and creating a brighter future for them and Rwanda while partnering with local organizations who foster innovation, knowledge creation, and advocacy. 

Situation analysis

The rationale for choosing orphans and vulnerable children as our impact group is based on the fact that, in Rwanda, OVC are more likely than other children to be in positions that do not allow them to develop to their full potential.

Due to the country's past conflict, there is an increased number of OVC that face challenges which prevent them from enjoying their rights such as physical and psychosocial health, food security and nutrition, education, and child labor. That is why we have centered living conditions, social postitions, and enabling the environment as our targeted domains for creating a sustainable future for OVC.

Government of Rwanda policy framework

CARE Rwanda's work will be informed by the Government of Rwanda's policy context, to build upon its strengths and align its work with existing efforts to improve the lives of OVC in the country.

With the support of government policies like the Ministry of Education's Early Childhood Development, CARE Rwanda has garnered the support of the government and encouraged the implementation of policies targeted at the OVC. Other laws, policies, and strategies that are relevant to specific pathways are referred to in their respective pathways.
